DavecoderreDavid Coderre is the President, Computer Assisted Analysis Techniques and Solutions (CAATS).  With over 30 years of internal audit experience he has led numerous audits of IT, operations and financial nature. He is an expert in the development and use data analytics for fraud risk assessment, testing of internal controls, and continuous monitoring.  Dave is the author of four books on data analytics: Data Analysis for Internal Controls, Fraud Detection, Monitoring and Audit (2017); Computer-Aided Fraud Prevention and Detection: A Step by Step Guide (2009); Fraud Analysis Techniques Using ACL (2009); and Internal Audit: Efficiency through Automation (2008).  He is also the author of the Institute of Internal Auditors (IIA) Global Technology Audit Guide - Continuous Auditing: Implications for Assurance, Monitoring and Risk Assessment; and contributed to the data analytics portions of the COSO Fraud Risk Management Guide (2016). Mr. Coderre contributes to various professional journals and is a frequent speaker at conferences around the world.

Marka Okot ThomasMartha Okot Thomas works in the Internal Audit Department of the British Columbia Investment Management Corporation (bcIMC), a change of pace from her past 17 years working for the BC public service. Martha is currently responsible for providing both audit and advisory services throughout the organization, based on the current Audit Plan.

Martha brought a significant amount of experience to her new role at bcIMC. She previously worked in a variety of different roles across many different sectors of the BC Government. Starting in Internal Audit and Advisory Services with the Ministry of Finance, Martha gained a great deal of knowledge of the government's financial processes controls. She was able to continue her skills development in a number of different leadership roles.

As the Manager, Finance Administration and Audit, she led a team of 20-25 people, oversaw facilities, human resources, and financial planning and reporting. Moving to the Ministry of Agriculture and Lands, Martha was able to effect positive change across the Ministry in the development of revenue and accounts receivable processes. After a period in budgeting for the Ministry of Environment, she moved to the Ministry of Finance where she became Director of Finance, and eventually serving as the Chief Financial Officer and Executive Director for the Ministry of Social Development and Social Innovation.

Martha has been a dedicated member of the FMI Victoria Chapter. She filled the roles of program director, vice-president and president before she was elected as vice-president (2015-2016) and president (2016-17) of the fmi*igf National Board of Directors.

When she is not at work, Martha loves to spend time with her family. If she and her husband are not out golfing, she can be found cavorting with her daughters or hiking some of Vancouver Island's beautiful trails.

Daphnee MichaudA federal public servant for almost 20 years, Daphnée Michaud joined the Public Service Pay Centre August 22, 2016 as the Director General. As such, she is responsible for all aspects of the Pay Centre, including pay processing operations, strategic and administrative services.

Daphnée was previously the Director, Pension Fund Accounting and Business Services at the Government of Canada Pension Centre where she led the team responsible for pension fund accounting services, including financial reporting, debt recovery and payment activities, as well as the delivery of business services to the Pension Centre management team and its 800 employees. These services include administrative services, internal communications, learning, change management, and business planning and performance reporting.

In 2015-2016, Daphnée led a multi-disciplinary team responsible for the people and organizational components of the business transformation activities in support of the transfer of 230 employees from the Department of National Defence to the Pension Centre. This initiative was part of the transfer of the administration of the Canadian Forces pension plans from the Department of National Defence to the Pension Centre.

Prior to joining the Pension Centre in 2009, Daphnée worked for the Department in the National Capital Region. In addition to being a Chartered Professional Accountant, Daphnée holds a Masters of Public Administration from Dalhousie University and a Bachelor of Business Administration from the University of New Brunswick.

David is a certified project and programme manager, he is an accomplished project management professional with more than 25 years experience in both the private and public sectors.  He has managed projects and programmes across diverse range of areas from Information Technology, Healthcare, Business services, Distribution and the Public Sector. He has been a contributor to Project Management knowledge and PMI standards since 2005.

David brings a proven success record in project leadership in innovative projects for companies such as Panasonic, Reed Exhibitions, Medicsight and the Government of New Brunswick.
Originally from the UK, David immigrated to Canada and New Brunswick in 2005. He became a Canadian Citizen in 2010.

Donald Arsenault is a retired professor and former director of the School of Kinesiology and Recreation at the Université de Moncton. He was also a visiting professor at the Université de Limoges in France from 1990 to 2002. He taught for more than thirty-seven years and was responsible for professional staff training for three years. He obtained his coaching certification from the Center for Management and Organizational Effectiveness. In 2001, he obtained certification to offer Insights Discovery, an experiential program for personal discovery and interpersonal relationships. In 2007, he was certified by FranklinCovey Canada to facilitate The 7 Habits of Highly Effective People training program. Since 2001, he has been managing Consultation JARDA and facilitates one or two-day modules on communication, leadership, performance management, coaching, self-management, change management, working as a team, motivation, Insights Discovery and creative management. Bill Matthews was appointed Comptroller General of Canada effective July 17, 2014. 

The Comptroller General is responsible for government-wide direction and leadership for financial management, internal audit, federal assets and acquired services. The Comptroller General also supports capacity building and professional development in each of these areas.

Prior to becoming the Comptroller General, Mr. Matthews was Assistant Secretary, Expenditure Management Sector, at the Treasury Board of Canada Secretariat, a position he accepted in 2011. Before joining the Expenditure Management Sector, Mr. Matthews worked at the Office of the Comptroller General for seven years, serving as the Assistant Comptroller General in the Financial Management and Analysis Sector from 2009 to 2011.

Mr. Matthews is a chartered professional accountant with over 25 years of experience in accounting and financial management in both the public and private sectors. 

He holds a Bachelor of Commerce from Dalhousie University. He also serves as a board member of the Public Sector Accounting Board and the University of Ottawa's Institute for Mental Health Research.

Blaine Higgs was born in Woodstock, N.B. He graduated from the University of New Brunswick with a Bachelor of Science degree in Mechanical Engineering. In 1993, he completed the Executive Management Training Program at Queen's University. He also has taken courses in Finance in 2003, and Leadership and Influence at Babson Executive Training and Education in 2006.

First elected to the Legislative Assembly on September 27, 2010, he represents the riding of Quispamsis. On October 12, 2010, he was sworn-in as Minister of Finance, Minister of Human Resources, Minister responsible for the New Brunswick Liquor Corporation, Minister responsible for the New Brunswick Investment Management Corporation, Minister responsible for the New Brunswick Lotteries and Gaming Corporation, and Chair of the Board of Management.

Immediately following university, Mr. Higgs joined Irving Oil Limited in Saint John, N.B., where he held numerous positions of increasing responsibility in engineering, refining operations and in the transportation sector. Prior to retirement in May 2010, he was Director of Logistics and Distribution, with overall responsibility for the transportation and bulk storage requirements for the reliable supply of refined products to customers throughout Eastern Canada and New England.

Isabel Savoie is a Wellness Consultant in the area of mental fitness and resilience with the Wellness Branch at the Department of Healthy and Inclusive Communities. Isabel also worked on a number of projects in the health and wellness field in both New Brunswick and India. She has a Masters degree in guidance counselling and a Bachelor of Psychology from the Université de Moncton.

Michael Ferguson was appointed Auditor General of Canada on 28 November 2011.
Prior to his appointment, he served as the Deputy Minister of Finance of New Brunswick and Secretary to the Board of Management for the Province of New Brunswick from 2010 to 2011.

Mr. Ferguson began his career as an Auditor with New Brunswick's Office of the Comptroller in 1985. He held the position of Comptroller from 2000 to 2005 and was Auditor General of New Brunswick from 2005 to 2010.

Mr. Ferguson holds a Bachelor of Business Administration from the University of New Brunswick and became a Chartered Accountant in 1984. He was elected to the Fellowship of the New Brunswick Institute of Chartered Accountants in 2011

Mr. Ferguson will be speaking on "The Path from Fredericton to Ottawa".
