PAUL THOPPIL, CPA, CA, Chief Financial Officer, Indigenous and Northern Affairs Canada

Paul Thoppil joined Indigenous and Northern Affairs Canada (INAC) in November 2014 as the Chief Financial Officer. Leading a sector of approximately 450 employees, he oversees overall responsibility for financial management and administration, and information technology and management associated with the $8.5B budget of the Department of Aboriginal Affairs and Northern Development of the Government of Canada.

Prior to that Paul worked for the Department of Foreign Affairs, trade and Development Canada where he held the position of Commercial Minister at the Canadian Embassy to Japan in Tokyo since 2009. While in Tokyo, Paul advanced free-trade negotiations with Japan on behalf of the Government of Canada.

Mr. Thoppil obtained a Bachelor of Commerce from the University of Ottawa and is a Charted Accountant, Member of the Chartered Accountants Institute of Ontario.


BRIAN PAGAN, Assistant Secretary, Expenditure Management Sector, Treasury Board of Canada Secretariat

Brian Pagan was appointed Assistant Secretary, Expenditure Management at the Treasury Board Secretariat in November 2014. This position encompasses the entire government expenditure management cycle, from planning, analysis, and forecasting through to evaluation, results-based management, and presentation of appropriation requirements to Parliament.  The sector plays a strong role in providing a whole-of-government perspective on matters related to the direct program spending management of reserves and compensation within the federal government.

Brian has a wide-range of experience in the expenditure management process, having served as Deputy Assistant Commissioner and Agency Comptroller of the Canada Revenue Agency, Director of Fiscal Policy at the Department of Finance,  Deputy Chief Financial Officer at the Department of Fisheries and Oceans, and Executive Director, Expenditure Operations at the Treasury Board Secretariat. He began his public service career in procurement and material management at the Department of National Defense in 1987. 

Brian has a graduate degree in Public Administration from Carleton University and is a Certified Accountant.

Tom Cross

TOM CROSS, Solution Principal, SAP Canada

Tom Cross is a Solution Principal at SAP Canada. He has been in the SAP Enterprise Performance Management organization for the last 10 years and in the enterprise application software industry for the past 20 years. Tom has been collaborating with many Canadian clients across both the commercial and public sectors in areas including health care, the federal government, and municipalities. He has helped many of these organizations to drive new innovation and improvements to their existing planning and forecasting processes. Tom has also worked with a number of global organizations in the area of planning "Best Practices" and has implemented planning solutions for a number of clients in Canada and Europe.
