Scott Payne will provide insight into the magnitude and delivery of the Southwest Rapid Transitway Project, Winnipeg's largest, and one of the most debated, capital projects in the City's history. This presentation will discuss the City's decision to use a Public Private Partnership (PPP), a growing procurement model for mega-projects across Canada, to transfer and minimize risk of this complex infrastructure project to the City of Winnipeg. The presentation will address challenges in the delivery of this model and the benefits it can provide.
