The Victoria Chapter is pleased to invite you to its 2026 Annual General Meeting and Professional Development Event

This is an in-person event that will take place at the Hotel Grand Pacific, and is developed specifically for Canadian finance experts. Speakers include BC Public service leaders Fisnik Preniqi, ADM, Provincial Treasury, and Diane Lianga, Chief Accountant & Senior ED, Office of the Comptroller General.

The Provincial Debt and Borrowing Strategy
As the Assistant Deputy Minister, Fisnik leads BC’s Provincial Treasury. This session will provide an executive overview of how the province manages its multi-billion-dollar borrowing programs and navigates complex capital markets. Drawing on his extensive leadership background across Provincial Treasury, Treasury Board Staff, and as an Executive Financial Officer, he will share a strategic look into the mechanisms driving B.C.’s balance sheet and funding the province’s future priorities.

Modernizing Financial Accountability and Reporting
As BC’s Chief Accountant, Diane sets the tone for financial integrity and transparency across the public sector. In this session, she will explore the evolving landscape of public sector financial management, highlighting how the government is modernizing its reporting frameworks to strengthen overall accountability. Attendees will gain a forward-looking perspective on navigating shifting financial standards, mitigating fiscal risks, and applying best practices across government operations.

Speakers

Fisnik Preniqi

Fisnik joined the BC Public Service with the Ministry of Finance in 2005 and has held progressively senior financial leadership roles throughout his career. He returned to Finance in July 2026 after serving as the ADM and Executive Financial Officer for the Ministry of Children and Family Development (MCFD) for two years. Prior to joining MCFD, Fisnik was Executive Director in the Fiscal Planning & Estimates (FPE) Branch within Treasury Board Staff. During seven years in FPE, Fisnik worked closely with Provincial Treasury on debt and cash forecasting, investor relations, and engagements with credit rating agencies, gaining extensive insight into the work of Provincial Treasury.

Diane Lianga

Diane holds Chartered Professional Accountant (CPA) and Certified General Accountant (CGA) designations and is currently the Senior Executive Director and Chief Accountant, at the Office of the Comptroller General. With more than 25 years of experience in the financial field, Diane is recognized for expertise in public sector accounting principles and the application of standards established by the Public Sector Accounting Board.
