The Victoria Chapter is pleased to invite you to an in-person event: Western Regional Learning Series 2026

The FMI Victoria Chapter will again be hosting an exciting PD event that will span two full days.

Join us for the latest updates and ideas on trending topics in the financial community, presented by a diverse variety of experienced professionals.

At this time, we are pleased to share that Annie Boudreau (Comptroller General of Canada), Bill Matthews (Secretary of the Treasury Board of Canada), and Roch Huppé (CEO of FMI National) will be joining our speaker line-up.
Sessions on the hottest topics impacting all levels of government including economic outlook, cybersecurity and anti-money laundering, accounting updates, leadership development, digital technologies, ethics, AI applications, diversity and inclusion, emerging trends, and many others. All sessions are focused on equipping public sector financial management professionals with need-to-know insights and emerging best practices.

For out-of-town attendees, we plan to offer extra-discounted hotel bookings with registration to help alleviate travel costs.

Speakers

Roch Huppe

Former Comptroller General

During his tenure as Comptroller General, Mr. Huppé was responsible for government-wide direction and leadership for financial management, internal audit, federal assets and acquired services (project management). He also led the Financial Management Transformation initiative within the Government of Canada. 

Mr. Huppé entered the public service in 1992, when he joined Global Affairs Canada, where he held various positions within the Financial Services Division. Prior to being appointed Comptroller General, he occupied the role of Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch at the Canada Revenue Agency. He has also been the Chief Financial Officer at Fisheries and Oceans Canada, where he ensured sound financial management and provided leadership on all corporate planning, risk management and evaluation functions. 

Mr. Huppé holds a bachelor’s degree in finance from the Université du Québec and a master’s in public administration from l’École nationale d’administration publique de Gatineau. He is also a Chartered Professional Accountant (CPA). He also has the designation of “membre d’honneur (Fellow) de l’Ordre des comptables professionnels agréés du Québec,” which is an honour awarded to CPAs who bring distinction to the accounting profession and serve as role models to others through their outstanding career achievements and contributions to the community.

Annie Boudreau

Comptroller General of Canada

Annie Boudreau was appointed Comptroller General of Canada effective April 15, 2024.

As Comptroller General, she is responsible for government-wide direction and leadership for financial management, internal audit, investment planning, procurement, project management, and the management of real property and materiel. She also leads the initiative to modernize the delivery of financial management services across the Government of Canada.

Ms. Boudreau entered the public service at the Office of the Auditor General of Canada in 2002. In 2006, she joined the Canada Revenue Agency, holding various executive positions in Financial Reporting, Internal Audit and resource management. Prior to being appointed Comptroller General, she was Assistant Secretary, Expenditure Management Sector, at the Treasury Board of Canada Secretariat. Before joining the secretariat, she served as Chief Finances, Results and Delivery Officer at Crown-Indigenous Relations and Northern Affairs Canada, where she oversaw sound financial management and reporting functions for the organization, as well as led on corporate planning and risk management.

Ms. Boudreau is a Chartered Professional Accountant (CPA) and a Chartered Accountant (CA), and holds a Bachelor of Business Administration from Université Laval.

Bill Matthews

Secretary of the Treasury Board

On May 24, 2024, the Prime Minister announced the appointment of Bill Matthews to the position of Secretary of the Treasury Board.

Prior to his most recent appointment, Mr. Matthews held the position of Deputy Minister of National Defence between January 2022 and June 2024, Deputy Minister of Public Services and Procurement Canada between January 2019 and January 2022, Senior Associate Deputy Minister of National Defence between October 2017 and January 2019, and served as the Comptroller General of Canada between July 2014 and October 2017.

Mr. Matthews has also held various senior-level positions within the Office of the Comptroller General and the Treasury Board of Canada Secretariat with responsibilities in the areas of financial management policy, estimates, evaluation, and expenditure management.

Mr. Matthews is a chartered professional accountant and was named a Fellow by the Chartered Professional Accountants in October 2016. He holds a Bachelor of Commerce from Dalhousie University.
