Saskatchewan’s Chief Electoral Officer, Dr. Michael Boda will describe his efforts to modernize the province’s system of voting—a decade long process, still underway, that has involved organizational renewal, multiple rounds of legislation, and various stops and starts. Dr. Boda will offer insight on how to effectively engage with stakeholders and facilitate fundamental change to a deeply entrenched system by relying on an institution’s vision, mission, and values.

  • Dr. Michael D.Boda, D.Phil., Ph.D.

    For the past three decades, Dr. Michael Boda has offered advice to national and international institutions on issues relating to election administration, law, and assessment in the public, not-for-profit, and academic sectors. He has focused on leading organizations toward offering effective governance and conducting better electoral events that reinforce democracy locally, nationally, and around the globe.

    Since 2012, Dr. Boda has served as Saskatchewan’s Chief Electoral Officer, conducting two general elections, eight by-elections, and introducing a permanent register of voters. In 2021, he was appointed by the province’s Legislative Assembly to a second term in this role. He is currently working with stakeholders to introduce technology at the polls for the first time in the province’s history.

    Dr. Boda has served on the senior staff of the International Foundation for Electoral Systems (IFES), an international non-governmental organization dedicated to facilitating improved election administration worldwide and has been a visiting research fellow at the Brookings Institution and the National Endowment for Democracy.

    He has provided advisory services internationally on electoral issues, working in several countries, including Jordan, Pakistan, Ghana, Scotland and the United States, with institutions such as the United Nations Development Programme (UNDP), the Organization for Security and Cooperation in Europe (OSCE), the Inter-Parliamentary Union (IPU), and the Carter Center.

    He holds doctorates from Oxford (Law) and Johns Hopkins (Political Science) universities, has been an Adjunct Professor at Johns Hopkins University, and serves as a Policy Fellow at the Johnson-Shoyama Graduate School of Public Policy at the University of Regina and University of Saskatchewan.
